Bay County was established from Washington County in 1913 and named for St. Andrews Bay, which borders the county. During World War II Panama City developed as a shipbuilding and industrial center.
Bay County is in the western portion of the Panhandle and is adjacent to the Gulf of Mexico and a series of bays. It is bordered on the west by Walton County, on the east by Calhoun and Gulf counties, and on the north by Washington and Jackson counties. The county has 124 square miles of water. The average January temperature is 53.2 degrees F, and the average August temperature is 81.9 degrees F. The average annual rainfall is 57.86 inches.
The City of Callaway is an urban community in Bay County east of Panama City, in the Panhandle Region of Northwest Florida. Being situated in the northern shores of East Bay, this community is separated from the Gulf of Mexico by East Bay and a peninsula occupied by Tyndall Air Force Base. Two other communities to the west of Callaway, Springfield and Parker, separate it from Panama City.
On May 8, 1993 a Proclamation signed by then Mayor, Hubert Rodgers honored the 100th birthday of Callaway's first and "longest" seated Mayor by proclaiming that day Albert Reese Patterson, Sr. Day. Mayor Patterson was instrumental in the incorporation of Callaway by an act of Legislature when it was first envisioned as being a railroad terminal between Panama City and Dothan. At 100 years old, Mayor Patterson credited his long and healthy life to getting his first job at the age of 10, working hard all his life, never retiring, and staying busy.
